Looking for an app that creates background images

Hello... I'm looking for an app that eases creation of background images (thumbnails). I'm thinking of a rectangle than consists of 9 identically mirrored sqares (3 columns, 3 rows). So that you could eassily adjust the joints to look smooth, by painting over the borders. Does anyone know of such a tool?
