problem with layering images

problem with layering images
I just started using gimp today and am already having the dumbest problem that I cant seem to find the solution to online. When I try to add another image as a layer, what I get is just the outline of the image. Nothing else, just the pixels surrounding the picture. I have tried EVERYTHING and I might just lose my mind
