Paint brush, bucket, pencil not working- NEED URGENT HELP

Hi There,
I am new with GIMPS. My my paint is not working on GIMP. I looked into most common possibilities like selected the correct layer, brush settings, image mood but still cannot figure it out why its not working.

Can someone kindly give me clue why I cant paint?

In the Tool Options dialog try changing the "Affected Area" setting from "Fill similar colors" to "Fill whole selection"
