What is the process called where a filter uses nearest neighbor to automatically clone a selected area? is it a G"MIC filter? I knew a year ago, but have forgotten. I think it involved using a separately downloaded plug in.

You are possibly thinking of the resynthesizer (compiled plugin) + heal-selection.py python plugin.

The equivalent in gimp_gmic_qt plugin is the inpaint filter, uses a red mask to define the repair.
