Yes: Shift-R, then drag the image until it is in the desired oriantation, after which you'll want to crop to suit.

Straighten an image in a pdf

I think ctrl g cage transform can also be helpful it will let you adjust the corners to make the image square if your scan or photo is not centered or angled proper too.
