Move/Grab tool?

Is it possible to make a tool that just moves an image when zoomed in?

I'm thinking something similar to pressing spacebar in Photoshop.

The development version has this feature bound to the spacebar so it will be in 2.4. In GIMP 2.2 you can do the same using your middle mouse button.

GIMP help (webrowser) CTD

Ever since the May updates to Win XP SP2 (not that is the cause but that is all I can think of that changed) the Help function no longer works. It seems to start a plugin webrowser.exe and this CTDs.

I uninstalled Gimp, GTK+, and the help and installed the compiled versions using the windows installers:

GIMP 2.2.15 GTK+ 2.10.11
gimp-Help 2-0.11

into Win XP SP2 with all updates. Still is crashing. Any ideas?

Please correct me if I'm misunderstanding, but isn't this just what you get by moving the view frame on the Navigation panel?
