blur tool reduces translucency

Using the blur tool on opaque pixels neighboring transparency causes them to become translucent. How can I prevent that from happening? I tried selecting an area not containing any transparency and using the blur tool on it, but the result seemed the same. Attached is an image of the problem.

blur tool reduces translucency

Using the blur tool on opaque pixels neighboring transparency causes them to become translucent. How can I prevent that from happening? I tried selecting an area not containing any transparency and using the blur tool on it, but the result seemed the same. Attached is an image of the problem.

No real idea of scale from your images, assuming that they are one-pixel or near one-pixel size.

Try: Enable the alpha lock Comparison attached

Thank you. Enabling alpha-lock fixed the problem. Also, the size of the image is 16x16 px.
