make new layer from selected colour

Hello, I'm a newbie who needs help with layers. I'm an illustrator and on Photoshop I can edit my drawings by selecting the line colour and creating a new layer of just that selection, but I can't figure out how to do it on GIMP. Can anyone give me some advice please? Thanks!

* Select by color

* Edit>Copy,

* Edit>Paste (produces a "Floating selection" layer),

* Layer>To new layer (makes the "Floating selection" a plain layer

These last three operation, with the usual keyboard shortcuts: Ctrl-C, Ctrl-V, Ctrl-Shift-N
