Repairing Damaged Photos

Ive scanned a large number of analogue photos into my PC in jpg format. Many of them are damaged as a result of having been stuck in a photo album. Attached is an example of the type of damage. The photo appears to have thousands of rings imprinted on it.

Can I use GIMP to repair them?
