new layers are transparent, grayed

I duplicated a layer, and it comes up transparent, and grayed. I imported a new layer, and it also is transparent. This has never happened before!
When I move the background to the top, it is also becomes grayed and transparent! The layers are set to 100% opacity (default) What am I doing wrong?
