there is a team of highly trained experts looking into this fact (and considering it carefully) even as you ask this. until then, i find it highly useful to have to separate dialogs on the occasion you are using blurs with different presests repeatedly.

Speed, use RLE for images with big areas of same colour (masks, renderings of vector based images, cartoons, etc), IIR for those hardly two neighbour pixels are the same (photographs, noisy renderings, etc). Or so goes the saying.
