Spacebar for Image Panning doesn't work in OS X Lion (10.7) in my MBP

Is this a bug of some sort?

I tried many times, but the image panning when I try to press/hold the Spacebar doesn't work. Even the cursor that shows that image panning is ready doesn't work.

Any ideas?
