If I were to use GIMP in a business, do I have to pay any licensing fees?

Absolutely not. Gimp is open source software, and there are no restrictions on use.

Unless your business is to sell Gimp in some way, but even then no fees i believe, just the licensing part. Dan

Right -- even then, you don't have to pay any fees, but you do need to follow the GPL (including releasing source code for any changes you make).
