what you mean is the cage transform tool, but it is not in the 2.7.1 sources yet. it was developed during the "google summer of code 2010" and is maintained in a seperate branch until it is merges to the master branch of 2.7

Well it runs.
I am disappointed however.
There's not much difference with 2.6.10.
I bought the "Gimp Bible" a few weeks ago (excellent book!)
and it mentioned a new transform tool in 2.8 but it's not in 2.7.1.
