Refocus-it plugin and camera shake

Does anybody have experience with the 'refocus-it' plugin for correcting focussing errors and camera movement in photos?

My problem is the following:

I am using refocus-it from refocus-it 3.0 tar.gz and trying to remove camera shake from a photo I'm pretty sure is correctly focussed.

It's a night photograph; the camera was suddenly buffeted by a gust of high wind, so the streaks produced by the lamplights in the photo clearly show a well-defined direction and extent of movement (27.55 degrees and 25.9 pixels).

No matter what parameter adjustments I've tried with refocus-it, the length of the lamplight streaks doesn't seem to get any shorter.

Can you give me some idea what I ought to be doing?
