scale tool not maintaining aspect ratio

Hi,

I have installed 2.10 on my Windows 10 machine and on my arch linux machine and the scale tool does not seem to maintain the aspect ratio when holding down CTRL, Is this a know bug? or just happening to me

English (US) page now updated. No idea when the GB version will get it.

Honestly, you could figure that out just by looking at the Scale tool's options :)
