The CVS I downloaded 20030616 (Last Changelog entry was 2003-06-14 Sven Neumann

* app/gui/image-menu.c (image_menu_entries): removed duplicate of Threshold menu entry.

compiled and installed OK but stalled on start up

[3]+ Stopped /usr/local/bin/gimp-1.3

Removed the plug-in and no other problems

The first changelog entry I can find is 2003-01-05 so maybe it is me

Looks like you've installed on top of an old 1.3.x installation. The tool-safe-mode plug-in has recently been removed.
