Not moving layers

Not moving layers
No lock symbol next to the layer in the Layer dialog. I can lock the pixels of the layer, or the alpha channel, but not the layer itself.

Not moving layers
You can't, but that usually is not needed - what you are probbly missing is that by holding "shift" + click when using the move tool, you will always move the current active layer, not the layer with the first non-transparent pixel under the pointer. (which is usually the situation when you'd be moving a layer you don't want too)

Not moving layers
I have also found that putting my cursor on something solid in the layer I want to move--the middle of a filled letter of text, an object--will also move only the target layer.
But I like that "shift+click" trick, too.

Not moving layers
The default behavior of the Move tool is configurable under Edit > Preferences... (Tool Options section, I believe). I personally prefer the default behavior to be click-to-pick, but this looks like one of those cases where only moving the current (active) layer is a preferable default behavior.
