Edit > Preferences > Image Windows - Show Brush Outline

I believe this is a misplaced setting myself. Should be located under Tool Options IMO.

This is https://bugzilla.gnome.org/show_bug.cgi?id=719593 - a bug in GIMP that occurs when GIMP is compiled with the clang compiler.

It has been fixed in the source code, and 2.8.12 will fix this when it is released.
