Gimp-python on windows

I've tried that. I installed:
* gtk2.8
* python2.4
* numpy
* pygtk
* gimp2.3.11

in that order.
All of the installations went okay, Python support was automatically selected by gimp, but it doesn't actually work. none of the Python based plugins are present, The python-Fu console and pdb browser are not present, and nothing is mentioned about them in the generated pluginrc file. I've checked that Python and pygtk both work okay.

The only difference is that I am using Windows 2000 on the box I'm trying to install to, not XP.
Does anyone know what may be wrong? Is there a critical difference between Windows 2000 and Windows XP in this case?
