Blurr problem

It seems that everytime I rotate something or I shrink it, it comes out blurry. If anyone knows a solution, please e mail me at d1n1n2005@yahoo.com ___

In Preferences->Tool Options->Scaling, there are several scaling method. Try changing them. Also, in the tool option dialogue, or in the Scale image dialogue, you can choose the interpolation method.
