`Bucket fill' ..

Please excuse - I seem to be a lot stupider than anyone else - I only want to do very simple things that I've been able to do in Photoshop & Paint Shop Pro ..

For instance, how can you make the bucket fill tool actually do anything?

Seriously, your question doesn't make a lot of sense to me. The tool should just work. If it doesn't, you should perhaps describe what exactly you are trying to do and how.
