Help "installs" but will not work

Help "installs" but will not work

After installing the executable - both 2.0.7 and 2.0.8, clicking help just makes the cursor show an hourglass then stop with no Help info showing. The help file installs itself in C:\program files\GIMP-2.0 - it does not ask where to go. How fix?
