Linux - look in your package manager
OSX - unlikely to get one or for any OS: see the next bit

For OSX you could try this:
* create a 'help' folder in '2.0' [content → resources → share → gimp → 2.0]
* create in it a 'en' folder
* copy in it all the .html files of the manual [you can find them here: http://gimp.linux.it/www/meta/gimp-help-2-html-it.tar.gz (italian); http://gimp.linux.it/www/meta/gimp-help-2-html-en.tar.gz (english)]
