Hi
I am using version 2.8.22.
There are videos about version 9 on You Tube. They also say that version 10 is getting close to release.

When I go to download, the web site says that the current stable version is Version 2.8.22.

Which version is the best?

Gimp 2.8.22 is the current release.

The next version will be Gimp 2.10.x Working up to that are development versions 2.9.x which are used to test, find & fix bugs and new features.

The current stage as-of-today is the first release candidate (RC1) of Gimp 2.10 has been released. This is also meant for checking and fixing bugs, before the final 2.10 is considered OK for general use.

If you are a beginner, keep using Gimp 2.8.22

If you use Windows and want to try out Gimp 2.9.8/9 try the installer from www.partha.com It will run alongside Gimp 2.8.22
