Saving indexed images as CSV?

Is there any way I can save an indexed image as CSV? Specifically, I'd like to open the CSV in a text editor and paste it into a basic interpreter so I can make this cool cga jimby nutrin ( https://scottbeebiwan.neocities.org/uploads/jimby.png ) with DATA statements and little manual work.

No CSV format I know off, but there are text-based formats that could be easy to convert, especially C source and PNM.
