I'm not sure how to recreate exactly that effect you describe but there are similar ones available under

Filters, Edge-Detect,
Edge
Laplace
Sobel

Would it be possible to get access to a PNG version of the original image, due to the noise introduced in the jpeg compression it is very hard to evaluate what effect is intended.
