hi i want to move the bottom border of the image up how do i do that with gimp ?

If, as you put it in the subject line, you want to resize the image, then use Image|Scale Image...

But, it seems you may be wanting to "chop off" the bottom of the image, leaving the rest of the image untouched. In which case, use the Crop tool in the toolbox.
