Cant read the menues.
Fonts are dark blue.

GUI menues

I can confirm.
I use win 7 pro 64 with "classic windows composition"to keep display extremally raw and clear.

Gimp interface use menus colours direct from windows. U can "personailise" this deep blue colour in Windows settings. But it can cause some dificulties in other aplications.

The main problem is not deep blue background. Main problem is that Gimp on "mouseover" menu does NOT change FONT color into white
while other apps and system by itself do .it
