who is right in dialog string vs. tooltip string (translation related)

I have these two related strings:

#: ../app/actions/documents-actions.c:58 msgctxt "documents-action"
msgid "File Open _Dialog"

#: ../app/actions/documents-actions.c:59 msgctxt "documents-action"
msgid "Open image dialog"

The second is a tooltip for the first. The first one says it is about opening files, the tooltip says it is about opening images.

Even if an image is also a file anyway, I would like to use only one term for both strings in translation. Who is right ?
