It is not obvious what exactly you are referring to - if it was the EoL of Ubuntu 13.04, you could add that in the subject of your message and add a few lines to the message content.

It looks like a URL using the https registered URI scheme.

Or did you mean something more? If I go there :) it seems to be a bug report relating to a particular Linux distribution, but not clear what it means... that Ubuntu will not be officially supporting unofficial development builds of unstable versions of GIMP? That sounds like a good thing, if I read it right.
