Files missing from libgimp/.deps and libgimpbase/.deps

Files missing from libgimp/.deps and libgimpbase/.deps

The Makefile in libgimp and libgimpbase calls for lots of .Plo files.

The autogen.sh runs ok, but make fails because of those .Plo files are missing from git version 4a5f0508e97dc824a8b429f4ac5d29b95f1fdcc1

I touched all those missing files and edited them to read "# dummy"

It built ok after that.

This time, libgimp/.deps/gimpparamspecs.Plo and libgimpbase/.deps/gimpparamspecs.Plo seemed to be missing

Just touched them this time and it built OK
