A mobile device that could do useful work with Gimp would have a large screen and a pixel-accurate pointer. These exist but they run macOS, Linux or Windows :)

As a long time GIMP user I really cannot understand how such a software could be used on a mobile device for serious photo editing. I think Adobe is simply making the usual marketing campaign...

I've been very happy with this app when I've had need to do some semi-serious editing on my phone. It's no gimp, but it has a surprising amount features and is about as good as it gets for mobile editing that I could find.

I understand nowadays we desire to do ALL with smartphone/tablet but think we cannot do ALL very well on a small [not calibrated] screen. Since also AutoCAD is now available for mobile devices I am surely wrong...
