Suggestion for update the homepage of docs.gimp.org

Hi, I just see the homepage of docs.gimp.org is too old which is still in 2.8 in 2014,
maybe we can redirect its index.html to https://www.gimp.org/docs/ or just copy from that.

GNU powered it...
GPL protect it...

We can't. I updated that page long ago. The person who knows how to fetch the update from git is unavailable.
