Limiting selection to outside

Hi, Gimp experts! I have an image of a state county map. A multi-county region is indicated by all counties in the region being a particular color. I want to put a border around the region. I'm trying to get to the point where I can use "stroke" to put a border on but the problem is when I select the region by color it doesn't select the black borders and the county names in the interior.

What would be a good approach to selecting the entire region? Is my plan of creating that selection and then using "stroke" the best one or is there an easier approach to get that regional border?

I added the image I'm working with. I don't want to manually select the border because I have other images that are more detailed at the border than this one. Thanks for your ideas!
