Presumably as you refer to ~/.gimp-2.8 you're on a Linux system of some sort ?

Exactly which version of GIMP - 2.8.????

Which GIMP theme are you using Edit>>Preferences>>Theme?

Have you tried changing your operating system theme?

I am using version 2.8 and the tool tips can't be read. They are all white. Is
there a way to fix this? I've tried deleting the hidden file ~.gimp-2.8/ to no
avail. Any ideas?

I suppose you are using KDE?

If so, go to "System Settings" - "Color" - "Options" and uncheck "Apply colors to non-Qt applications", that should fix it.
