Selection Tool Issue? Need help.

Selection Tool Issue? Need help.

When I click the layer outside the lines with the wand-tool, a strange square is displayed for me (as you see in the pic in attachments), when I used the lasso tool nothing can be deleted in any area and any layer, I have encountered this problem very often and have no idea how it came nor how i have fixed it in the past, the last time a simple click on reset standard values helped but this time nothing works, does anyone know how to get rid of this problem?
