Print Sizing Issue

Print Sizing Issue
I am at a loss and feel as if I am going crazy. I have a file with a series of 2" tokens that I am trying to print. No matter what series of options I try the printed page always shrink the tokens to 1 14/16th of an inch. What am I missing? I'm printing to a standard 8/12 by 11 page. I have set the margins to .25 all the way around and those print with margins of almost a 1/2 inch. Is there some print size limitation that sets the minimum margins at 1/2 an inch?
