off line help gimp 2.10.12

hi i am trying to load the off line help files to gimp 2.10.12 on windows 10 .i have downloaded the file gimp-help-2.10.0 tar.bz2 .I have unzipped the file but i dont know how to install it
any advice

Help contents installers:
https://download.gimp.org/mirror/pub/gimp/help/windows/2.10/ And one more, You need to install GIMP itself with -setup-2.exe or later.
