I'm not a windows user, but can you not copy the files to an external drive, or usb stick, and then apply them to the new system (and keep the external drive or stick as a backup, at least until you are sure that the are working ok) ?

The GIMP's native file format ( .xcf : https://duckduckgo.com/?q=.xcf&atb=v140-1&ia=web ) should be forward compatible with newer versions of GIMP or Windows. Note however that it is sometimes compressed as *.xcf.gz ; *.xcf.bz2 ; *.xcf.xz ; etc. Anyway, you should be able to just copy over the files somehow and it will work.
