clone tool not working using Gimp 2.8.22

hello Gimp users

asking for advise i cannot use the clone tool.. Ctrl-Click to set a new clone source but it says Set a source image first ..nothing changes

can you suggest what should i do.

Can you describe the steps you do? Start from a new image and list them to make this easier to reproduce.
