This is a very long standing problem, vs. not a problem except that the feature in question leads users to believe that the GIMP can do something it actually can't do.

If anyone knows how to make the feature in question work, do please clue us in...

strata_ranger noted on the bug report for this that there seems
to be a 10:1 scaling in the offset. I haven't tried, but you might get the result you want by setting the x and y offsets to 10 times what they should be.

This is a longstanding, known issue with no fix in sight :(

More specifically, the print offsets DO work but there is a seemingly 10:1 ratio between the specified value and what you actually get on paper (e.g. 1" offset = 0.1" on paper).

The only workaround is to first set your image to the DPI you want to print at, then manually pad out your image canvas by the desired distance.
