Sure - they can sell it, as long as the source code is provided.

Indeed. For more information, see:

Or include instructions how to find it -

On the bottom of the page linked it says "Gimp is open source software and distributed under the GNU General Public License."

Ghost Hunter Store packages a CD and offers to help with people's photos.

They are doing a lot more than a lot of other sellers of GIMP.

I don't recall that being sufficient last time I read GPL ! Distributors have to host the source and build instructions *themselves* and say where to find it, on their servers. IIRC

In any case that site does not seem to say where to find the source anywhere.

Or they could include it on the CD.

Wrong.

http://www.gnu.org/licenses/quick-guide-gplv3.html

Both versions of the GPL require you to provide all the source necessary to build the software, including supporting libraries, compilation scripts, and so on.

On the bottom of the page linked it says "Gimp is open source software and distributed under the GNU General Public License."

Ghost Hunter Store packages a CD and offers to help with people's photos.

GPL 3 allows it, but it wasn't sufficient for GPL 2.

From the page you linked:

"For instance, when you host object code on a web or FTP server, you can simply provide instructions that tell visitors how to get the source from a third-party server. Thanks to this new option, fulfilling this requirement should be easier for many small distributors who only make a few changes to large bodies of source."

This section specifically is addressed to conveying modified code. I have been under the impression that
if the program is unmodified, the only requirement (GPLv2 or GPLv3) is that the recipient knows the license,
including knowing where/how to get the source.

GPLv2 specifically requires that the source code of the binary is available from the same place as the binary was obtained, regardless of whether the binary was modified or not. GPLv3 relaxes this relaxes this requirement a bit by allowing you to point the user at some other site, as long as the source code there matches the exact binary you're offering.
