The first problem probably might be caused the 'Plural-Forms:' line of the header information part of these PO file. Try running make validate-el after editing the line of filters/animation.po and menus/colors/auto.po as: -"Plural-Forms: nplurals=2; plurals=(n != 1)\n" +"Plural-Forms: nplurals=2; plural=(n != 1)\n"

The second issue is not gimp-docs specific; the contents of 'startquote' and 'endquote' are defined at share/xsl/docbook/common/el.xml file which is installed by docbook-xsl package.
