All you have to do is make the background layer under the frame, right click on the frame and select merge down. Do this for every layer and you'll have the animation with a background.

If there's no hope for the script, how DO I make a "background" layer the background for each frame of an existing animation. Also, if it makes any difference, the background I'm trying to use is a gradient created by GIMP.

What I do for this is extremely low tech, but I make a file with all the frames AND the background, and then I take each frame and Copy Visible (ctrl+shift+c) and paste each "visible" frame into a separate file. Then I get the frame of animation ON TOP OF the background... Does that make sense? If you have like a hundred frames, this would be impractical, but I made this,

I'm sure that somebody could probably rig a nifty, scripting way to do this, but I am not that person :P
