how do i trim or add x pixels from every edge?

Sorry if this is a duplicate - I did some searches and did not find the information.

I am looking for the best way to trim or add a set number of pixels to every edge (interior and exterior) of an image.

This is for creating stencils for screen printing. Say, for example, that I wanted to screen a simple image of Tux on a dark tee. I'd want to put a base layer of white down so that the white and yellow show up clearly; however, I don't want that white to bleed out past the black of the body of Tux. Scaling wouldn't work of course, because it would change the position of items in other areas.
