It looks like it's been dormant since 1999.....
If you want contests, maybe it's a nice idea to join some of the many
contest sites that are not GIMP specific and state at your submissions
that they are GIMPed. If you do that it could help the publicity of
GIMP more than posting submissions to a site that no Photoshopper
would visit.
Of course that's only for posting results, not script-fu, brushes or
something like that. But hey, it's better than nothing, and I think
the cross platform contest could add a little fun to the whole thing.

BTW, I love that site anyway. :-)
