Menu Cursor Not Transparent

New user to GIMP, experienced PS user. Installed GIMP2.8.20. Program installed on Win7 Desktop. One issue is that menu cursor or "highlight" bar is opaque (not partially transparent) and it completely covers the menu item it is on. Can find no on-line search help to find out how to make it like a "normal" cursor/"highlight bar" - semi transparent. Any help will be appreciated.

Menu Cursor Not Transparent

Have you tried a different theme? (search for "gimp themes") Running 2.8.14 under windows 10 and have no problems. The active menu item goes to a darker grey and from white to bluish text. If an submenu item isn't available, text is dark grey and there is no hover option.
