Liquid Rescaler

hello i cant seem to install this to gimp i have went to this sight http://liquidrescale.wikidot.com/ and here http://registry.gimp.org/node/144 now when i install it gives me this message. I have tried to install both an they both give me the same message, when i scale it distorts, so im learning to do alot of things, but this was suggested to me an now i cant install is there an other installer for this program.
