import files into GIMP?

I'm running GIMP 2.8.16 on a MacBook OS 10.6.8

There's no File>Import pull-down menu option, or let's say I cannot find one in the rev I downloaded a few days ago. I've seen this on the YouTube how-to-videos. I want to bring other files into separate layers so I can create an edited composite. But I cannot open/import/drag a second file into a newly created layer, the original layer, or any other. Please advise on how to do this asap. Thank you for your help. Cheers!

There never was one, as far as I can tell.You are looking for File -> Open as Layer.
